I've had kitens before are they sposed to be cute but annoying? I don't remember my tigger baby :,-( being that annoying

aaaah, becuase that's where your attention and action is and he wants some of it! You could put a little box or basket on your desk with some toys in it maybe.
kittens are hard work and take so much patience. You are just going to have to play with him until he's tired and falls asleep. As he gets a bit older he might learn that when you gently and firmly say no that you mean it, well hopefully anyway :)

Yes, kitties are cute and annoying. When they are too annoying, take them gently from their neck, like a mother-cat, say NO, and put them elsewhere, where they have something nice to play with, other than you. It is important to give them this alternative, like a toy-mouse or a scratching post.

Play with him some! Hold and cuddle him, then put him down, and go off. Have you ever had a kitten before? They play a lot.
Say NO and hiss at him.
