Do most CPA's "cook" the books as a part of their job , or do you need to find one through a friend that is "good" like that ?

If a CPA is caught "cooking the books" he or she can be stripped of their credentials and prosecuted. Most CPAs are honest and competent, though as in any profession you will come across the occasional rogue or incompetent.

One only need look to the White House to see a perfect example of a rogue incompetent. Maybe he isn't a CPA, but the rogue and incompetence isn't in dispute with over 70% of the country.

You will also be responsible if your CPA "cooks" your taxes. You are ultimately responsible for what goes on your tax return, not your CPA.

I will not knowingly prepare a tax return with false information.
