One of my friend in India received a lawyer suit for not paying the loans he owed to a finance company. He wants to get Indian passport for him. Does the lawyer's suit bring any problem in getting the passport? Should we state about that somewhere in the passport application? or how does it go?

Non payment of loan is a civil matter & nothing to do with passport law of the country. The passport of any person who has been found guilty of any criminal offence can have problem in getting passport, even if the criminal complaint is still pending in a court will not be a reason for non issuing of passport to him/her. This lawyer's notice or any civil suit with this regard will not be any legal consequence. You need not mention regarding this suit in the passport application as the only thing that has to be mentioned in the application form is with regard to criminal matter where he/she is found guilty by any court.
