There is no such thing as a "teacup" Yorkie, just an "ill-bred runt that a breeder slaps a fancy name on to rip people off." There is only one size of Yorkie.
Yorkshire Terriers should not weigh more than seven pounds, per the breed standard. However, they should not be much smaller than that, either.
If 5-7 pounds is still "too big" then get a stuffed animal - don't promote irresponsible breeding by creating a market for ill-bred runts.

There is no breed called a "teacup" Yorkshire terrier. They are, simply put, overpriced, undersized, out-of-standard Yorkshire Terriers. Often these dogs have, or develop, health and/or temperament problems as a result of being bred for their size, instead of following the standard.

Your best bet is to get a properly bred Yorkshire Terrier from a breeder who is a member of the Yorkshire Terrier Club of America, or from Yorkshire Terrier rescue (something to look up on Google with your mom).

Sweet heart spare yourself a lot of heartache do not buy anything with the word teacup before it's breed name.
Breeds have breed standards. Dogs who will be drastically smaller than the breed stand will almost without exception have serious health problems.
Do go to a breeder who breeds for show. Ask if they have any pet quality puppies that would be at the lower end of the weight standard. In this particular breed the standard just says the dog should not be over 7 pounds.
Do realize that the smaller the dog will be when grown the higher the price wll be.. As much as $1000.00 or more.

there is no such thing as a "teacup". Teacup is a marketing term used by back yard breeders and millers to insinuate that the pup will be smaller. There is no 100% guarantee on size. Run away from anyone selling a "teacup" anything.
Yorkies only come in one size. AKC standard says that Yorkies are not to exceed 7 pds.
Go to www.petfinder.com and look for yorkies in shelter and rescue. If you want one from a breeder, go to www.akc.org and use their breeder referral. Search for the breed club and get a referral from them. A reputable breeder will be showing their dogs and also doing proper health testing (OFA, CERF and Optigen) to assure that their dogs are free from genetic defects.
edited to add:
Do not use puppyfind or any other place where breeders advertise! Only back yard breeders, millers, and brokers use those sites! A reputable breeder does not need to advertise.

I don't know, but this is my advice. Whoever is trying to sell "teacup" yorkies, RUN AWAY from them. Stay away from that back yard breeder. There is no such thing. That is something they say to add more dollar signs to the dog. Yorkies are supposed to be approx. 6 lbs. Give or take.
6 lbs for a HEALTHY standard yorkshire terrier. Is that too much weight for your mom?

Yorkies are an absolute joy but after reading your question I'm not sure they would be a good fit for you. First of all, Yorkies DO have naturally long coats. You have to groom them constantly if you are going to grow their coat out. We keep our Yorkie cut short and he looks really cute that way and it's not as much work to maintain. Once their coat gets long, you have to comb and brush it daily to avoid the coat getting matted. Also, there is no such thing as a "Teacup" Yorkie. A Yorkie is a Yorkie whether they are 3 lbs. or 10 lbs. but typically they are around 5-7 lbs. You really need to buy a couple of books on Yorkies before you go out and buy one. They are a fun breed but also very demanding and typically very hard to potty train. Please make sure they are the right breed before you get one.

Think this through. Teacup and toy dogs were bred from the runts of litters, to another runt, etc, etc. Runts are often the unhealthy dogs in the litter. So breedingn runt to runt, then runt to runt can lead to a very likely puppy to have many expensive problems in the future. Ask any breeder on these tiny animals what problems they may have.

Yorkies are tiny little dogs. They are smaller than most cats. They are about 5 lbs- definitely under 10. Look on petfinder.com and show your mom some of the photos you find.
