OK so I worked for years in child welfare and I don't know how one assumes this comment means there is any type of sexual abuse going on. If we got a call a child said this it wouldn't even be enough info for us to take a report - its too vague.
I noticed in the original question that the child allegedly said - no when asked if she was molested by police. I have sat w police from all over when doing sex abuse interviews - they are specially trained cops and they would never use that language at all. They do very long and specific interviews and they don't use words like rape or molested when working w children who might not understand the terms.
I think the original asker may not have all the facts correctly.

Well the lady with the girl at the time should have asked more detailed questions. She could have just meant that they tickled her and it felt like the jacuzzi was tickling her. I would have asked more questions to the little girl in order to make the best decision on what to do next. But if she has any questions at all about this little girl's best interest then she needs to call child protective services. They will keep it documented in a file and they can make a trip to the house and check out the situation themselves. But I definitely would want it reported, you never know, CPS might already have accusations and complaints in a file for this little girl. If they get enough documented complaints on the same child then they can make the drastic move to take the girl out of the home.

there are so many inappropriate comments said in public conversation, on TV, in songs, in the movies.... the most a good parent can do is teach a child that the comments are inappropriate. be prepared to answer questions regarding the comments by the child -be honest with your answers.
reporting comments is an abuse of the legal system. use it for times that are really urgent instead of crying wolf.

I hope you wouldn't whip your child. There is a big difference between whipping and spanking. Unfortunatly in my area if you lay a hand on your child in any way and the child tells, teachers are obligated to report it to social services. After that I don't know what happens
