I keep reading about police departments requiring a Honorable Discharge, so does that mean you must have joined the military and then been honorably discharged or can you still become a police officer without any military experience?

Honorable discharge, or no military service at all.
What they do not want is a general discharge, and certainly not a dishonorable discharge.

Entrance requirements vary between different departments, but many of the larger departments require the applicant to have some college (either 45-60 college hours) or be honorably discharged from the military. Some departments don't require any college or military at all -- it often depends on the size of the department and geographic location of the department. Many agencies have easier access to college facilities than others. Also, many officers actually earn additional college hours while attending the police academy at a community college.

Echoing many of the other responses, a general or dishonorable discharge is typically an automatic disqualifier from the hiring process.

Most of the larger agencies will have their hiring requirements and the hiring process on their website.

No you need no military experience to be a police officer in Texas, tho it does help if one has been in the military police division. However, all you need is a high school diploma or ged, and take a physical agility test and take classes for basic police officer. Most departments require you to be
tcleose certified before they hire, but you can obtain that
after, as long as you have graduated the police academy. Texas Panhandle Regional Law Enforcement Academy thru
Amarillo College used to get a lot of applicants and successful graduates Just contact any Police Dept. in Texas and they can steer you in the right direction. Good Luck.

it means that if you were in the military must have a honorable discharge.there are no requirements that state you have to have military experience
