Call the police and have them make a report. Maybe they'll dust your car for finger prints or something. Tell them who you think did it and why you think so. Then wash your car. We all need to live within the law. Getting "even" will just perpetuate hard feelings and could end up with someone getting killed.

First of all you don't have any proof so what do you expect the officers to do? Cut the crappy attitude.
Hopefully you have made a police report each time this has happened (shame on you if the answer is no). If not, at least get the last one recorded. You will probably have to go to HQs and make the report if you've already cleaned the egg off the car. BTW, don't leave the egg on too long, especially in the sun or it could ruin your paint.
Did you take pictures of your car for future reference? If not, you may want to do that in the future, too, so you have more documentation.
Start leaving your outside lights on to light the area and try to park your car close enough to the lights so you can video each night. You can always erase and record again the next night until you catch something on film.
Then make a copy for your video and turn one over to the police when they come out to make another report and you keep one for your files.
Back home, the Detective Bureau, Burglary Sq, handled the Malicious Destruction of Property reports so find out who handles it in your city and talk with the detective about pressing charges.
As far as revenge, it's time to grow up and let the police handle this.... unless, of course, you like being in jail. But, there isn't anything sweeter than for them to get caught when the police come knocking at their door to take them to jail :)

Stay away from shady reverse vin check sites, most likely you won't get any information after you make the payment. Not to mention you won't get a report and you won't get an answer if you try to call for a refund. Retaliation in this situation is never a good idea, especially if you are unsure who did it.
I would contact the police and document both incidents. The police can put a "watch order" to periodically check your car as well. They can question the suspect (kid) and maybe see if there are any witnesses. At least it will put the kid on notice that he is suspected of this and prevent him from doing it again.
Also consider letting neighbors and others to be keep an eye on your car so that maybe you can catch the person if it happens again.

You have no proof. You risk making a fool of yourself if you are wrong, or getting arrested yourself if you try to retaliate. You can report it; maybe they have done it to others. But chances are if they don't get a rise out of you, they will get bored with you and try doing it to someone more flappable. That's what happened to me. I got egged a few times, ignored it, hosed it down, and then never again. If you've never met the alleged punk, and there's nothing personal in it, why give them free rent in your head? If your car is expensive, consider paying to garage it.

Your first sentence tells all there is to know. "I think I know who did it." A few years ago someone destroyed property of mine and my brother's. We were so positive we knew who did it that my brother sought him out and beat him up badly. Weeks later we learned that he was completely innocent and we never found out the real culprit. Fortunately no charges were filed.
Without proof you've got nothing. File the frigging police report, tell them of your suspicions and find out if there is a pattern of vandalism in your neighborhood, then get on with your life. Vandalizing his car or whipping this guy's *** only puts you in the court system. Believe me you really don't want to go there.

I would make a police report every time that it happened. If you ever catch him, then you will have a paper trail to show harassment and the defacing of your property. Don't retaliate because you're only going to make matters worst. He may get bored and move on to someone else
