If you hit a car, it really doesn't matter where, if you were at fault you need to fix the problem and make the person whole. If your insurance will reimburse you for some of that expense, so much the better. Call your agent, and make a report.

My girlfriend's car was hit on private property. The cop couldn't give the person at fault a ticket, but he wrote up an accident report stating it was the other persons fault and she(the other person) has to pay for damages.

It doesnt matter that it was private property (please ignore any answers that say otherwise)
You said all there is to say.. YOU.. hit a car. You are at fault and your insurance will pay accordingly. Doesnt matter if its private property or not.. only thing different about private property is police wont come.
I hope your a good person and are honest with them.
