My sister-in-law was visiting a couple of weeks ago, and every time she was out of the room and came back, he started barking at her. She thought it was because he did not recognize her.

Dachshunds in general are barkers and long hairs seem to be the worst of the three coat types when it comes to barking.
One of my guys barks every time we come in the house, until every family member has greeted him.
My guys bark to let me know that a leaf blew across the deck, the paperboy just rode by on his bike, or that the dust bunnies under the bed have relocated...
Dogs bark for three main reasons:
To alert you to new people or animals in their territory
To communicate with you
To relieve boredom, stress, or anxiety
Sounds to me like he did not recognize your SIL as part of the home pack.

They just bark a lot. I have owned a few of this breed they all barked a lot despite trying to encourage them not to bark so much from puppy hood since the first one barked so much. In fact, I have a male short-haired daschund right now and he does the same thing you described with the barking at people he has known for years when they leave the house for a short burst and then come back in. I don't know why they do it but as far as I have seen it is normal.

All breeds of dogs have some barkers. Some are more than others. The more hyper the dog, usually the more the barking. Sometimes they aren't failing to recognize the person, but just "talking" to them. My experience with Daschunds is that they are hyper and barkers. My favorite breed is Pekingese. I have had them now for 18 years. I have one that has never barked but twice in seven years. They are my babies. Little Bit and Sugar Bear.

I, too, have a mini-daschund and she does the very same thing. It is quite normal, but we have trained her to quiet down when we tell her to. You can teach them to stop barking as much, but initially they are going to bark. Mine also howls at the sound of fire engine sirens and we've yet to control that. Does your's do that?

Smaller the dog, bigger the noise.

Honestly, it was just under the impression that she was an intruder so he demanded an explanation. When she left he thought he had thrown her out for good and was ticked that she came back.

It's very normal and there are all sorts of methods you can use to help it. Look on the internet or ask a vet what some of them are.

my little guy barked at everything . he was pretty hyper. when he started barking and you told him to stop he would start peeing all over. they are a nervous little dog with a mind of their own i think the barking is just because they are kinda happy to see someone come and go and it is their way of being heard.

This is normal but needs to be trained that once it's told it's ok that he needs to stop.
It can easily become a VERY BAD habit

No, but dachshunds are very protective of their owners. Does he do this to everyone? If not, let them bond. If so, you can ask your vet about debarking surgery, but I do NOT recommend this, because he won't be able to cry, whine, or yelp either.

Yea, they are a hyper and active breed that is very talkitve. Totally normal, no worries.
