He sounds disturbed. I would stay away from him and not antagonize him. He could be dangerous. I mean REALLY, what normal person hides in his own carport and calls neighbors names.

He might be lonley, angry, depressed, or just plain weird. Whatever the reason, try to be nice to him and don't be rude to him either. But otherwise just ignor him.
I have met old creepy-looking people that are really nice and cool.
