Trust me you don't want to.
They are dirty scavengers.
You'll have poop everywhere.

if you want to have them stay in youre yard then it better you just throw osme of youre home made breads or even feed them some anything that they can eat . or you can build a something to pour some wild birds foods inside of it and have them go walk up to the feeder and then you can watch them pick eachother with the foods. or you can go oustide and sit on the grass near by the pond with some foods in youre hands or can throw around the water have them swim closer to you to get the foods when youre still there.

Take a loaf of bread out and let them see you throw it out for them, you will soon have so many seagulls in your yard that you will never do that again.

very simple you can start feeding them but becareful what you wish for they are hard to get rid of . they have ruined some cherry orchards in michigan and that is sad. i never reember them being in the inland before but they are now and they were eating cherries of f the trees and stuff and you can't shot them they are protected. so therefor be careful they crap and stuff all over and they dont' know any better throw french fries or bread in the air they will come.

No offense, but there are other birds that dont constantly squak and poop. But I would just throw food into the air and on the ground when you see a few in the air. It will attract the rest.

Why would you want too? Answer use garbage lots and lots of garbage or move near to a mall... They are the oceans version of the pigeon.
