I just brought back a european registration plate to put on my back bumper just for kicks and wondering if new jersey state law allows you to put additional plates on your car along side the legal plates I already have. I guess I'm kind of using it as a bumper sticker...I don't see what the difference is?

It's not illegal, but it can't be concealing your original state plates (and you can't use it in lieu of your "normal" US plates).

As long as it doesn't obstruct the view of your regular plate shouldn't be a problem.

Our state requires on a back plate. I have seen lots of European plates on the front of cars.....

I believe it will be considered illegal. You may be able to display it in the rear window, as long as your state plate is lighted, and is clear that it is the valid plate.
