The 'congestion' charges in Durham are only for vehicles going to the Market Place or the Cathedral/Castle. Previously a parking charge was levied on Palace Green for visitors to the Cathedral/Castle, that is now collected at a barrier at the Market Place. All other parts of Durham are normal car park charges, (mostly multi storey) and all are within easy walking distance of Palace Green.
Durham, although a city, is quite small.

You can`t enter Derby, no matter what you will pay - there are traffic jams all the way round and if you find a route through they will alter the road and dig it up !
