Are you taking about a female abdominal repair??
OK I'm going to speculate and say you are. No I would not breed her. The chance of abdominal tear is too great especially in the the later stages of pregnancy and birth.
Just my opinion..
NOTE: I wanted to add that umbicial hernia's are inherited and to pass this on is not being a good breeder.
However there are hernia's called delayed closure hernia's. The problem lies in the diagnosis of the correct type of hernia your dog has. Most vets can't tell the difference and to be honest I wouldn't be able to either. It would take further testing. Those with delayed closure hernia's can be bred and need no surgical repair. I had to get out my med book for this. lol
I still wouldn't breed a dog with either. To risky.

I have do a lot of research on this specific problem. It really has a lot to do with the breed that you are talking about. If you are dealing with a Shih Tzu, here is some information that may help you.

According to the American Shih Tzu Club, the umbilical hernia is not necessarily a genetic defect. According to the ASTC, "status as a candidate for future breeding should not be determined by the presence of an umbilical hernia."

I have personally had my Shih Tzu's umbilical hernia fixed. I have not had any problems breeding her. However, she is under constant care of myself and my vet.

Has the hernia been fixed??? If so, breeding isn't a problem. Even small hernias are usually not a problem. A large hernia can be a problem. Ask your vet before breeding her!

i don't know whether its safe for the dog or not, but its not ethical in the least. the point in breeding dogs is to continue the line of good traits. If your dog has or has had health problems, then there's a good chance the puppies your dog parents will have the same problems. things like that are genetic, and it would be irresponsible of you to breed your dog and sell the puppies.
