Easy. Take BART from SFO Airport to "Del Norte BART", then a Vallejo Transit line 80 into Vallejo.

The BART station is in SFO's international terminal walking distance from terminal 3. From terminal 1, either walk farther or take the airport people mover.

Runs so often you don't need a schedule. Buy a $6.00 ticket, $6.05 if you want a souvenir. The simplest way is take a Dublin/Pleasanton train to Lake Merritt station, and transfer to a Richmond train. BART's website shows a faster way, but it takes 2 transfers.
On the Richmond line, the last 3 stations are
El Cerrito Plaza
El Cerrito del Norte <<<<<------- the one you want!
Richmond
Us locals call it "Del Norte BART" to distinguish it from "Plaza BART", which is the wrong station.

Take Line 80 from Del Norte BART into Vallejo. Download a schedule. If 80's not running then I'd guess at least $50 for a cab ride.
Del Norte is a nice neighborhood. Richmond is NOT. Don't go to Richmond except to transfer to an Amtrak. If you overshoot and end up in Richmond, just stay on the platform and take the next train back.
If you're a rail nut and want even more rail, take Amtrak Capitols http://www.amtrakcapitols.com/ from Richmond
to Martinez or Suisun. You'll be overshooting a bit. And if you're really nuts, take BART to Millbrae, then CalTrain to San Francisco, Muni Metro to Embarcadero then BART to Del Norte.

If you can catch a bus or ride to Martinez, you can take Amtrak's Capitol Corridor train to Richmond and take BART to San Francisco International Airport.
Even better, just get from Vallejo to Richmond's BART station and go SFO directly.
You will need to take 3 BART trains:
1. Orange (Fremont train) from Richmond to MacArthur station in Oakland
2. Yellow (Daly City train) from MacArthur stn to Balboa Park stn
3. Blue (Millbrae train) from Balboa Park to SFO
Cost is $6.15 one-way, and total time is about 1 hr 20 mins.

By TRAIN you'd take the Shuttle bus to the Burlingame CalTrain Station... you could then take a south-bound train to San Jose's Diridon Station. You'd then catch the AMTRAK Capital Corridor Train (http://www.amtrak.com/servlet/ContentServer?pagename=Amtrak/am2Route/Horizontal_Route_Page&c=am2Route&cid=1081256321355&ssid=132) North to the Martinez or Suisun Station... sadly the train doesn't go into Vallejo. so you'd have to grab a bus or cab
