It really depends on the context. If a judge was saying that to a father that has a child in foster care then maybe he meant the father should file for custody.
You also must know that in many cases the family courts treat dads like criminals from the get-go. Some act like any time you try to spend with your kids is just motivated by the desire to lower child support.
One guy I know that was current in his child support and was paying the recommended rate went in to ask for an increase in visitation and while he was there the judge asked him if it was ok to raise his support since he hadn't had an increase in a while.
Thankfully, most of the horror stories like this is from older judges that will die off soon and will be replaced by judges that have been on the other side of this abuse. People are starting to realize that a nation of fatherless kids has resulted in a bunch of spoiled rotten kids that thinks everyone owes them something.

It sounds to me like someone at Child Support has some personal issues with a deadbeat dad. The way things work these days, the mother almost always pushes for mandatory child support. So if she's going to ask for it, she's likely to get it. But the old idea that she shouldn't need to ask is seriously out of date. Nobody wants to take the chance any more, so they force the issue, just in case.

ahh...child support services called him a deadbeat dad. and you want to know why? because it takes a court order for the man to pay child support (about 95% of the time anyway) why do we women have to take the 6 months out of our lives trying to get you to help out in the same child you made?
however, that was really unprofessional of the child support person to even say that.

You answered your own question! There are many worthless fathers. In fact, there are too many, and that's what people are used to seeing. It does not register in their mind that this particular man in front of them may be a good person and a good father. My stepfather cannot get custody of his children from 2 other marriages because he is the father. In reality, his ex-wives are both concerned more about themselves than the children (I know this because I met them) even though his first ex-wife is capable of raising her child correctly, the second isn't.
Honestly, it's a case of sexism. Women are associated with children and home-life and such, men aren't. So people may feel that because that father you're talking about is, well, a male (of course) he is not capable of raising his own child.

If you pay child support on time and according to court orders, you can not be considered a deadbeat dad.

You can't say that he's a good father by observing, you'd have to fallow the man around his whole life. There are always underlying issues - things you don't see. A lot of things go on in people's homes that many of us don't have any idea about; a happy family with a beautiful house, children and a wife could be the same house where a young girl is raped by her father every night. Scary, but true.

I really feel for the good guys out there. The court system is so slanted towards the mom's. The good guys are treated so badly. I keep hoping that the laws will change but they haven't yet. There are plenty of good men that do what they are supposed to do and more out there.
