Chiropractors aren't quacks I promise you. There is legitimate scientific reasoning behind chiropractic theories. Honestly you are doing all of the right things except seeing a chiropractor! Do yourself a favor and look up a good one in your area. If you are in the States I would suggest going to www.palmer.edu and asking for a list of Palmer graduates in your area, they offer this service free of charge (I'll even include the link for you so you don't have to do any leg work yourself). Palmer is one of the oldest, most well known, and most highly regarded chiropractic schools. Good luck, I hope you take my advice!

ask the doctors and massage therapists questions, and make sure that you answer theirs completely. they may have some suggestions for specific excercises to stretch and strengthen the correct muscles, it could just be that you aren't targeting the right places.
reduce the stress in your life, try to make sure that you don't tense your shoulders because it will cause the muscles in you neck to shorten and spasm. watch your posture, head up, shoulders back.
you may want to use both ice and heat on the neck. i would try 10 minutes with heat (a heating pad is great) a 30 minute break and then 10 minutes of cold. do it a couple times a day, it should help to loosen the muscles in your neck.
as a massage therapist I work closely with Chiropractors and most of us have found that a combination of therapies between the two practitioners is a great way to keep the muscles and bones aligned correctly.
I wish there were more i could do, but seeing as this is the internet I can't really say what could be going on or even what muscles are being stressed.

Going to a chiropractor and having a massage is about the best thing that you can do for tense muscles and helping relieve all that stress that is build up in your neck and shoulders.

GREETINGS, what about physical therapy? they not only do the stretches and exercising to help you build strength but they have TENS and ultrasound that might be needed to help the overtensed muscles relax. It penetrates deeper too if they use biofreeze or some better muscle rubs too. what about a hot pack? do you use a moist hot pack when it hurts? What about your pillow? It might be you need a certain kind of pillow like a water pillow. I have one of those, I've tried alot of different ones over the years and I like my water one best.
One really good stretch is if you have a steno type chair, to hold your arms over your head straight up, then lean back as far as you can, sometimes things shift into alignment that way. I have a bad area between neck and shoulders, I have scar tissue, am cancer survivor. Sometimes that hurts like there is no tomorrow. I have ultrasound sometimes and use biofreeze otherwise to manage it.

Chiros are only quacks if your are talking to a doctor about them. It is really medicine. You should try it. I injured my back at work a few years back. The doctor sent me to physicial therapy and gave me muscle relaxors. Nothing worked, I was still in pain.
So I went to a chiropractor. After 1 week I was all better, no pain, no stiffness. It was great.
Look for a Chiro that also provide a 20-30 minute massage prior to the adjustment.

I have that problem too, I don't know if we have the same underlying problem though. Mine is due to anxiety. I recently started a beta blocker for anxiety and I feel much more relaxed. My neck feels better too and there's no risk of addiction.
