click Tools
Internet Options
Review Security, Privacy, Content tabs.
I have all mine set to medium, however, I regularly delete cookies, files, offline files, history, and have my days to store pages in history set to 0.

Some sites do require you to accept cookies. I temporarily accept them, then do as outlined above.

You can also download Ad-aware (a freebie) and run it regularly. Additionally, Yahoo toolbar has antispy.

If you want cookies off, then right click on your internet browser, go to properties, delete cookies, delete files, clear history.

Try windows washer program, trial, and add bleach to your wash. That will definitely delete your cookies (bleach times 10 in options)

Also run ad-aware, set up the options to scan your archive files. Then delete everything when it is done.

If you need to enable cookies, then you can add then from the same Internet Property box under Privacy, adding sites. Or you can change your security setting under Internet properties.

If you are running a firewall, and are wanting to accept cookies, you may need to accept through your firewall as well as some anti-virus/firewall programs.

Can you be more specific about your operating system, your Internet browser, if you use a firewall?

A few ways. Get the google pack, run spyware Dr. That will delete the tracking cookies. You can get rid of all cookies, Internet Explorer, tools, delete cookies.

if you have internet securty/antivirus try fiddling with it as they can sumtimes stop cookies
