I think it has to do with the idea that 3 is the first number that is not a coincidence. 1 is one of a kind, 2 could be just a coincidence, but the third time something happens people start to see a pattern and realize there could be higher forces in play.
Also, the number three appears quite often in Wicca. There are the 3 different phases of the moon (waxing/full/waning), The 3 faces of the Goddess (Maiden/Mother/Crone), 3 pieces to the cycle of life, (birth/death/rebirth) and so much more.

In ancient civilisations and even today, some number are believed to be have properties. Certain numbers have mystical routes, three is one of those, seven is as well. Why these numbers, I don't know, it's probably lost in history due to our ancestors not writing these things down.
It's like in Japan or China, people believe the number eight is exceptionally lucky, but another is less so. (I can never remember the country). And people often say, 'x is my lucky number'. Maybe it came from a similar thinking. I have to say I've never actually read a difinitive answer as to why they believe three is a mystical number, only speculation.

Many of the Pagan religions introduced the trinity and that trinity is maiden, mother and crone. They are the three stages of life and therefore we honor this number and Wicca has picked it up also. (This is since Wicca is a modern adaptation of older religious ideas.)
Sorry, but you have to expect the fundies and trolls to come running when you tell them not to.

It seems to satisfy some kind of human urge for completeness. One event can be interpreted as a one-off, two of a kind a coincidence, three is the lowest number that indicates some kind of pattern. We respond at quite a visceral level to this desire for patterning, which is why when Tony Blair set out his election priorities in 1997 he said they were "Education, education, education" and not Education, education, education, education". It doesn't feel right.

Personally, I don't believe in that law of return. I go by nature.. sometimes we get an abundance, and sometimes we get nothing.. it is dependent on too many factors to always be a "law of three".
