she is aperintly very shy like me so i have no idea if she likes me so i want to know if she likes me enough for us to go out even though her brother is one of my friends. also if she does like me then i do not really know what to do since we live in different cities that are about 1/2 hour away from each other so it would have to be a phone call or email, please give me some good help

Talk to her and see what she thinks about you. What harm would that be? Plus, maybe you should discuss this with her brother since he is a friend of your. You wouldn't want to have problems with him. If she likes you and wants to stay in touch you both could email or call each other.

Well you have to make contact first.When you do just make small talk and ask her about hobbies,likes,dislikes,music,films or anything that takes your fancy you have to listen as well
