Do you know of a situation to where this happens? How can you be allowed to live here? Is there a legal resident card? What is it called? What is the definition of each one? Is it a federal law or state law to become a legal resident?

I am a legal resident alien - my dad came here when I was a little girl and he became a citizen and then he brought us all over from Italy. I have a green card, I have a social security number but I cannot vote. It is a federal law to become a citizen.

A US citizen is just that - a citizen of the US either by birth in the US, by birth to a US parent abroad or by naturalization. The term "legal resident" is not normally used, although it could apply to anyone who is in the US for an extended period of time on a visa - I suspect that you meant to ask about a "lawful permanent resident". "lawful permanent resident" is the status of someone who has immigrated to the US or who has adjusted status from non-immigrant to immigrant while in the US but who has not become a US citizen. The biggest practical difference is that permanent residents are not allowed to vote.

Legal residency and naturalization (citizenship for non-US born individuals) is under the purview of federal law. Legal permanent residents enjoy some, but not all the rights afforded to citizens (voting, as an example.) Those with a green card may be permenant residents, but are not citizens. There are many ways to be here legally, including H1B visas for work, etc. However, a citizen is a shareholder so to speak. Only citizens have to perform jury duty and only citizens can vote.

citizen is someone whos taken the oath and is authorized by the govt. a legal resident could be an alien with a green card or visa.
