why is common practice to supply chilled water direct to the central air handling plant cooler battery and then take the return water from the cooler battery to serve fan coil units or induction units??

The central air handling plant cooler acts as the condenser for the chilled water system. Along with the cooling water pump, that is usually a closed system.

The chilled water pump then pumps the chilled water to the fan coil units. This is also usually a closed system.

the AHU needs to supply air at about12 Deg, thus it needs a low temp on the cold water, the FCUs need to supply at about 18 deg, thus dont need water quite as cold.
