Anywhere it is most unexpected. Don't be too contrived. Some place you are together and already feeling very connected... maybe while you are stuck at the top of a ferris wheel, or when you are huddling together in a gazebo in the rain. During the seventh inning stretch, on a hike in the woods. Forget the candlelit dinner on the beach theme... make it real.
If your partner loves you... wherever you propose will be romantic.

I have always thought that it would be romantic to be proposed to on a beach and if you don't live near one then take her on a day trip to one that is closest to you. A beautiful lake or river works to... some sort of body of water that has sand. Then have fun and make a castle together... it may be childish but it works, you could even say "this may sound sort of childish, but do you want to make a sand castle?" Then when you finish your castle say something like this " you know what would make this castle look better?" Then when she asks what? Place the ring on top of the castle where she can see it perfectly, and then look at her and say, "wait you know what... I think it would look better on someone as beautiful as you" while you say this put it on her finger and the rest is up to you but you NEED to add in I love you some where in your proposal.
If you don't like the sand castle idea then you could have a picnic some place that is really beautiful or special to you both. When she opens up the basket to eat have a napken at the top with "will you marry me" written on it.
Or you could also go to a basketball game and have them put "(her name here) will you marry me" on the big screen in the middle of the gym... and have her look up at it.
These are just ideas, and you can find other cute ways to propose to your lover. I hope you get your special person! =)

I was on holiday with my bf and his family in Ireland. He took me to a beautiful little village used in a TV show and led me down to the riverside so we 'could look at the view'. Then he got down on one knee and proposed! He'd also arranged with my parents to fly over as a surprise so that they could be there too, and my dad managed to get most of it on video, so when we walked back up to the roadway they were all there grinning. The shopkeepers were stood outside their shops watching and saying congratulations too. That is the shortened version, but it was beautiful, very romantic and I'll never forget it!
Best wishes with whatever you decide to do!

go with her to the beach, and take one of those metal detectors. hide the ring under the sand right before going the. (leave a rock or some thing so you know thats were it is.
then go through it with her right next to you. let her dig in where the ring is, and when she gets it, say will you marry me?
this specially works with girls who like the beach. and there arent many girls who dont, oh, yeah! almost forgot! lol
remember to propose early in the mornig or late at night, or in a beach that not many people go to, so it can be a private place for you two...
good luck!

I personally witnessed this and thought this was amazing:
Take her to a trip to Disney Land. At the end of the evening, there is a huge firework with a globe in the center of the lake. Everything is dark except for the fireworks and the reflections in the lake and crystal globe. Then, a man standing in front of me got on his knee and broke the question to his woman. It was spectacular.

you should find out what would be the most romantic way for HER. It is not just important to be romantic but to be ORIGINAL and different from all other proposals.

Take them on an exotic vacation and ask them if they'd marry you right then and there. Then tell them that you love them so much you don't want to live without them. The exotic place I'd picture is warm and has a beach.

I witnessed this in the winter, ice skating at Rockefeller Center in NYC and right after he proposed the crowds cheered, it was truly romantic.

create a photo album/scrapbook with pictures of your relationship as it developed and on the last page/s create beautiful pictures of "Will You Marry Me" Give it to her in a public place so many people can witness it. You could even tell friends in advance to meet you for dinner.

This should be private and intimate, other than that it doesn't matter. But it should never be in a public place in front of people. What if he/she says NO, or would want to but feels too embarrassed to do so
