If the parked car's driver was opening the door, they are at fault because you have the right of way driving down the road & they would be obstructing the right of way. Don't listen to the people who say otherwise, I have handled this claim before & it is the fault of the person opening the door. If you just hit the parked car's door that was closed, it is your fault.
