Ruger's 460 revolver pumps'em out around 2700fps (now that's -06).

I think .204 Ruger which is a relatively new round is up there among the fastest production centerfire cartridges.
It has a muzzle velocity of something like 1200 meters per second.
As for common pistol bullets, it depends a lot on the load. For commonly used police, and self defence rounds, it doesn't vary that much, almost all are around 300-400 meters per second. But if you get light bullets in larger rounds like .44Magnum, it can get up to 500mps.
The 5.7mm round used in the P90 by FN and the Five-Seven handgun they produce is very fast, but it is considered a Personal Defence Weapon round, kind of inbetween a rifle and pistol bullet. It is pointed and high velocity, designed to penetrate body armour.

There is a plethora of .22 centrifuge cartridges firing bullets of about the same size as the .22R/F but at much higher velocity. Those usually encountered in Britain are, in ascending order of power, the .22 Hornet, the .222 Remington , the .223 Remington (which is the same as the 5.56mm NATO cartridge) and the 22/250 Remington. Very occasionally you may come across a .220 Swift.
You may also meet or be asked about the .17 Remington which fulfills the same function using a lighter bullet of around 20 grains weight at about 4000 feet per second muzzle velocity.
Don’t be fooled by the names; all but the .17 Remington fire bullets of .224 inch diameter. Bullet weight in the .22 calibers may range from 40 to about 70 grains. (There are 437.5 grains to the ounce and 7000 grains to the pound).

The fastest true pistol cartridge would be the .224 boz. It was specifically designed to penetrate body armor. I don't know of anywhere it is commercially available though. The velocities that were stated for it were well into the rifle calibers. There are pistols that shoot what are normally rifle calibers as well but they won't see the same velocity they would as if shot out of a rifle though.

The 220 Swift is about as fast a commercial cartridge as there is, despite its age. A couple of new miniatures reach the same velocity levels, more or less. Of course, there have been some screamers in experimental situations, but I assume you meant something that's reasonably available. The answer is going to be highly dependent on how much "do-it-yourself" work you'll allow in your definition.

i would go with a 220 swift i think a bit over 4000fps. i have one what a barrel burner.
