have you actually tried eating balanced meals that consist of only whole foods? are you getting regular exercise? do you constantly increase the intensity of your training sessions?
this is what a healthy balanced meal looks like:
4 oz. fish or poultry (skinless)
1/2 cup lentils
1 1/2 cups steamed vegetables
* getting in 30 grams of fiber daily is essential for fat loss especially for those with very high levels of body fat as insulin sensitivity is low. the higher the fiber intake the lower resting serum insulin levels will be between meals. are you consuming omega fatty acids? they help to restore glucose metabolism. and eating plenty of vegetables not only provides the body with basically calorie free nutrients but they help to improve the pH balance with effects metabolic function.
you need to see a Dr. or trainer, etc. that can test your basal metabolic rate using indirect or direct calorimetry and go from there. if you have been dieting for over 2 decades it sounds like you have been doing all of the wrong things the entire time.

You should eat between 1500 and 2000 calories for 3 days to help your metabolism. Then drop to no less than 1200 calories for no more than 2 weeks. You should lower your fat intake and do strength training. Strength training will mean you will lose fat instead of muscle.
After 2 weeks slightly raise your calorie intake as long as you don't gain the weight back. If you do, drop your intake down again for a few days only.
This will keep your metabolism high and allow you to only need to diet a few days each month.

Talk to your doc first- make sure your dieting habits haven't caused any problems that could inhibit weight loss (I'm sure they haven't, but just to be sure.)
After that, just focus on adopting healthy habits, like eating more fresh produce and getting lots of exercise. You also need more than 1,000 calories a day. If your body doesn't get enough calories, it tends to store everything you do eat as fat. Hence the weight gain. Dieting doesn't have to be about deprivation! Other things to boost your metabolism:
1) Eat breakfast
2) Have a mini meal every 3-4 hours
3) Exercise

Build muscle. Muscle increases your basal metabolic rate and allows you to eat more calories while not getting fat. You also have to slowly start eating more. Do it gradually. Try adding 100 calories to your diet a week. Aim for a bare minimum of 1200 calories a day.

I'm 18, almost 19, right now. And I have a habit of bouncing my caloric intake every day. I've been fairly unsteady with my weight for the past few years. Gain, Lose, Gain, Lose...You know the drill.
What I've come to realize is that your body REALLY just wants to keep us more "padded" than what we want. I'm 5'5 and about 104 pounds. What I find probably works best at keeping my weight more stable than other methods is to BOUNCE your caloric intake. One day I'll have 500-600 calories. The next day I'll jump up to 1500. Also, I vary my exercise and activity. I'm always active, running around from place to place. But I give myself and my body plenty of rest and stretching too.
