Yes the UK has just as strict travel rules as the USA. Here is a site that will tell you what you can and can not bring on to the plane:

The rules in UK are about the same as in the US. With one exception....

...you are allowed to take only ONE item of carry-on luggage. A laptop bag
or
a purse
or
a small suitcase/rucksack

You will be sent back to put any additional items in the hold as checked baggage.
