None of the above. The Scriptures say that we should draw near to God and He will draw near to us. he does not reject any who will do that. It is the devil and sin that cause grievous consequences for us.

James 4: 7, 8--"Submit yourselves therefore to God. Resist the devil, and he will flee from you. 8 Draw nigh to God, and he will draw nigh to you. Cleanse your hands, ye sinners; and purify your hearts, ye double minded.

RO 6:23--For the wages of sin is death; but the gift of God is ETERNAL LIFE through Jesus Christ our Lord.

Elsewhere, Scripture says that God does not desire that any perish but that all attain eternal life. But this does require something from us. John 17:3 tells us that the requirement is: "And this is life eternal that they might know Thee, the one true God, and Jesus Christ, whom thou hast sent".
