The airlines I have recently used and seen at the airport had a frame, your bag should fit in that frame and not sticking out above a set point.
But most companies do not seem worried about a little oversize, as long as you can carry it easily.

But better save than sorry, contact your airline.

No they don't. They just measure the overall dimensions length, breadth and width seam to seam.
