The topmost shelf in your refregerator is usually the coldest part, under the freezer where the cooling coils are located.
While things inside the freezer will freeze solid, the thermostat is usually set so that things kept in the shelf just below it is just above freezing temperature of water.
So things that are to be kept quite cold but not cold enough to cause formation of ice crystals, are kept in the shelf just under the freezer.
However, between the topmost shelf and the freezer, you will find a baffle tray which is designed to collect water dripping from melted ice in the freezer, and may also serve to distribute cold air in the refregerator.
