i keep applying for different positions and 2 weeks later a new person is there at the same place i applied. help

It's a little hard when I don't know the specifics of your employment situation, but here's what I would do. Schedule a meeting with your boss. Say you'd like to have an informal performance review. Go in with specific questions about how you are performing on your job. Don't let it get too general, you don't want a pat on the head, you need to know specfically how you are doing and what areas you could improve on. Take notes. Make it clear that you are looking to advance in your job and ask what you can do to enhance that. Training? Schooling? seminars? If you have a good relationship you may want to ask your boss to be your mentor, or to recommend a mentor within the company to help you advance. You'd be surprised how many people are willing to just float through their jobs and have no wish to advance. It also might surprise you how effective this discussion, and the initiative it takes to schedule it, will be.

If your own company is overlooking you for advancement it's probably time to find a new company. Generally, companies only care about profits not their own employee's careers.

You probably need more experience for the jobs that you are applying for, start low, like Blockbuster or teaching.
Also it could just be that you are a retard and it shines through on your resume....
