If someone has a valid learners permit in the state of virginia and they are 19 (almost 20) can they drive without having a blood relative in the car and non-blood relatives who are 20 (almost 21)? Thank you, links are greatly appreciated.

Only if the licensed driver in the seat next to you is your legal guardian, brother, sister, half-brother, half-sister, step-brother or step-sister. Here's the answer, straight from the Commonwealth of VA website:

"You may get your learner's permit when you reach 15 years and 6 months of age. It allows you to operate a motor vehicle when a licensed driver at least 21 years of age is seated beside you. The driver accompanying you may be 18 years of age if he or she is your legal guardian, brother, sister, half-brother, half-sister, step-brother or step-sister. The driver accompanying you must hold a valid driver's license, be alert and able to assist you and be legally permitted to drive."

No exception to this requirement is granted just because you're over 18.

No one with only a permit is allowed to drive without the supervision of a licensed driver.
