They kind of do actually. When taken out of the water a dogfish will gulp for air and this makes a noise similar to that of a dog barking.

Grew up in Minnesota and have actually seen and heard this.

Dogfishes are completly different species from dogs.

But fishes dont have vocal chords anyway.

I think they bark all the time--stick your head in the water for about 20 minutes and listen real close.
