How much time do you have to vacation?
How much money do you have to spend for this vacation?
How many people are traveling in your party?
Have you been there before?
Where have you been before?
What do you want to do on your holiday?
What class of service do you travel in?
Examine the climate, the culture and the customs and know before you go. Know what to bring and what not to bring. Know the currency and the language. Also the documentary requirements, passports, visas, etc. would be helpful!
Finally, I would do my homework prior to going there and know any areas to avoid. Again knowing before you go can be very helpful! safety is important.
Just some of the things that I would be concerned about.

customs and laws as they relate to your "style of recreation"
location and ease of transportation to sites
what do you want to do besides lying in the beach (if anything)
what exactly is included as far as taxes and fees
what exactly is included as far as amenities

Can you afford one.
Have you a communicable disease
Will you leave a teenager at home who will trash all your property once you are out of site.
