The cost of Frontpage or Dreamweaver, or one of the many other top of the line softwares is very pricey.
If I may suggest you look into buying your Domain and Hosting Service through someone like Yahoo.
This will afford you the preverbeale killing all the birds with one stone.
Not to mention thaey also offer as an added feature the ability to download there software to host your site and maintain it for one price for all, depending on how much space you need.
The use of a service like this will allow you to do it for around 10 years comared to the price of just the software.

I would suggest NVU which can be downloaded free from the site below -it's open source software and is powerful. To be honest, Frontpage bloats web pages with too much code and makes them slow to load.
