Ducks need air to make sound like we do to talk. If they did quack under water they would have to come to the surface to take more air in.
I can't see any reason why they would want to make any sound when they are submerged as they only go under to look for food and you know it is rude to talk with your mouth full.

Quacking requires an intake of breath, and therefore if they quacked underwater, they would get water in their lungs, and therefore drown.

Put simply, they can only quack underwater once, ever.

Yes, but the effect is subdued. I really want to know if they can quack under custard.

I'd have to say yes, as I saw this done at the park yesterday, though I haven't noticed my own pets do it.

Underwater? No. However when they do not have their head submerged, the voice box will resonate though the water.
