here's the deal: if the animal has not been there that long they pick it up and take it to the lanfill, if it has been there for awhile- they take it off to the side of the road and bury it. Bigger animals, such as deer, the road crews have to bring in a backhoe to dig a hole. The reason the animals you are seeing look like they are dissolving is because the breakdown and rotting of the ainaml has begun. Where ever you live- they need to step it up with the road clean-up.

Here in Florida the birds, like Vulchers or seagulls eat them, or the cougars drag them off in rural areas. I admit to being upset seeing someone's dog eating a cat carcase in the grass beside the road last week.

when my dad worked for the dot in a lot of areas they would drag them off to the side of the road and bury them. In other areas they probably have to take them to get cremated.
I would maybe call your local d.o.t. office.

they are usually took to the land fill and unloaded there,it sounds gross but in places where they actually move them, that's where they wind up at,good luck.
