It could mean both maybe she just dont wanna hurt your feelings , or she dont wanna ruin what you to have together already ..friendship is better than nothing

maybe the girl is not ready yet or she's in love with some one else.

maybe, just maybe... she doesn't like u. or avoiding u. it depends on the girls point of view
