The 63/64 VW Beetle is a very dependable vehicle. It will take a licking and keep on ticking...like an old Timex watch. However, it isn't a really safe car when in an accident. You may have more protection driving a beer can.
They're easy to maintain, easy to repair, get great gas mileage and run for ever. On the downside, they have a six volt system, the heater typically works too good or not at all. There's usually no in-between. Gas tank is in the front under the hood, probably won't run very well on unleaded gas.

I do not know much about the 1963/64 Beetle, but can recommend the Super Beetle which was manufactured from 1971/72 onwards.
All Beetles are hardy cars, but safety features are virtually non-existant.
The 1302S & 1303S (Super Beetles) have 1600cc engines, and can definitely get upto 100 km/h, but will take some time to do so.

All cars are safe, if there is no loose nut behind the wheel.
100Km/hr. or 60 MPH is a speed it could go(you could get 90 mph(140K/h)on the flats - when it was new and up to 15 years after(but it all depends on the owner and whether the car has been kept up for 40 years). And in 40 years, there should have been an engine rebuild(for it would have at least 100,000 miles on it.
Safer than most Japanese vehicles built at that time...for they were bolted together alot better.(they won't fly apart when hit). But you are looking at driving it - not a demolition derby machine, right? Carburation is simple and works dependably. If the car won't start....it won't be the carb.- check electrical(dead battery).
Fun to drive....goes where 4x4's go. If driven right will give more than enough heat for the inside. If the heater cables are not connected all it will do is give you heat. (The cable controls shut off the heat.) Lots of parts available.

I had a 58 and a 68. Are they safe? Not really. That was why they quit making them in the States back in the 70's or 80's. They were a lot of fun, and easy on the gas, but they had a lot of drawbacks. Most of them didn't have AC, and the heaters seemed like they would either freeze you or burn you out. There was no in-between.
I would consider a newer car, with fuel injection, and some other safety features, like air bags, etc. good luck.

it rather is an air cooled vw trojan horse. the form places it into the 1970's, however the curved windshiled makes it a 1972 or later. because of fact the tail gentle lenses are enormously everyday and not the 'elephant foot' type utilized in previous due 1973 and onward, it rather is probable a prior due 1972 to early 1973 vw trojan horse. .

The car itself is safe, idiots in 6000 lb vehicles make driving unsafe for people in reasonably sized vehicles. All Beetles can do 100kmh. It will take a while though :)

Air cooled, temperamental, no power, run 40 weight motor oil, keep the valves adjusted or have big problems.
Get a newer car.
