Keep him/her on a leash. When the dog does its business, pick it up and put it where you want the dog to go in the future. Then, after he gets the idea, praise him and give a treat. Make sure when you lead him to this spot, tell him "Do Something" or "Do Your Business" just make sure it is the same command each time.
It takes time, but it works.
However, the more important question is: "How does your dog gewt into y9our neighbor's yard. Most localities and states require a dog to be on a leash when no on it's own property.

Walk the dog on a leash and don't even let him go over into your neighbor's yard. If he gets the chance, he'll probably always want to go over there. But if you don't let him, he can't do it.

Only allow your dog to go bathroom in your yard. Train your dog to go potty in the same place and use a command like 'busy. I had a yorkie that would only go potty when I took her outdoors and said 'busy.' She never went potty in any one else's yard even when I took her on walkies.

build a little fence thing(nothing big like wood and all that will cost a lot) to keep it away from their yard. and everytime, you catch it going on the neighbors lawn, yell at it and say "no, bad dog!" and make an angry face at it and when it goes on your lawn, you congratulate it and say "thats better" and then you pat it on its head, give it a treat, or just smile to make sure it knows you are happy about this. it will eventually catch up, and know what is making its owner happy and what is making its owner angry

Set up a cheap little temporary fence and let her in the enclosed area when you let her outside. Dogs are creatures of habit, after she gets used to going in the designated area she will most likely continue to go there once you take it down. Make sure you praise and scold him or her when staying in or stepping out of boundaries...
Or you could leave the temporary one up as a divider between you and your neighbours yard.. That's what we did for our dogs :] hope i helped.

You can train your dog easily. Dogs are instinctively clean animals. If they can avoid it, they would rather not soil themselves or their usual eating and sleeping areas. Dogs also naturally develop habits of where they would like to eliminate. For example, dogs that have a habit of eliminating on grass or dirt would rather not eliminate on concrete or gravel. In addition walking you dog on a leash and getting a fence, another option is to purchase a large kennel run and place it in your backyard. They are cheaper than fences and keep your dog safely outside to do its business.

dogs sense of smell is about 7 to 10 times stronger than humans. so whenever he/ she takes a dump pull him into your yard so that the scent of his poo stays on your yard, and that makes your yard his dominant territory and won't take a dump on your neighbors lawn. but remember always let him take a dump on the same spot.

ever hear of the pet safe electric fence look it up online i have one 4 my dogs and it doesnt electric shock the dog it's safe and human i wouldnt do any thing to hurt any off my animals beacause it's more ez for them to wear a collar and get a little zap then hit by a car ect.they never leave the yard
