You may not even need to plug it in.

Two different options... get a light weight pad lock to attach while you are away or get a wireless video camera to record the procedure and confront it head on. They're relatively cheap and easy to work. I use them to watch my horses from the house. I recommend the video camera as a determined person would most likely remove the collar too.
One other thing though... is there a reason why someone would purposely let your dog off his chain? Is he a nuisance? Barking all the time? If so, you may want to address the actual cause. Just something to think about.

Leave your dog inside.
If you need to let him out, do so during lunch or find a petsitting agency that does dog walks during the day.
I'd say put something on the chain where they are removing it that is permanent and they cannot get off their hands BUT will not harm your pooch.
Or set up a webcam/monitoring system.

Your question is easily answered. Don't leave your dog chained up when you aren't at home. Whoever is taking him off of the chain is doing so because they don't like what actions you are taking. If you want to leave him outside when you are gone, get a fenced in yard or a kennel. There are areas where it is illegal to leave your dog chained up while you are gone. You are just lucky nobody has stolen the dog or worse.

First off for the safety of your dog, and since you know someone is doing this, do you think it is wise to continue leaving the dog out when you are not home? You can install a camcorder though and see if you can catch the people in the act. Usually though when leaving your dog out, your dog shouldn't be out too long especially in these hot summer months.. Another option is report it to your local authorities that this is happening and they may patrol the area alittle more..

Nice big cage with a lock sounded good to me.
If they can get that close to your dog to let it off it's chain they could steal your dog or worst your dog could get into traffic.
A chain is never a good ideal especially if your not home.

Well pretend that your not home (BUT BE AT YOUR HOUSE) take the cars out of the driveway. But your dog outside and be patient if it is a 5,6,7 or 8 year old just run outside and tell the kid you don`t haft to do it but tell him if he/she dose not stop you will call the cops if the persons not a kid if you see the person don`t say anything have a camera if you don`t have one just get a paper and write down if you see the persons eye color write it down what color of skin

have a trusted friend or neighbor(other than youre suspects) watch over him during the day and see if anyone is comming over when youre not home. If you really need to try hiding a camera on your dog and buy one of those 12 hour tapes. Or leave your dog inside and get a lock on your gait or if you dont have a fence get one.

Depending on where you live. if you live sort of in the country without a lot of cars then it really shouldn't be a big deal, just annoying. If you live in a high traffic area then I would ask a neighbor that you trust to keep an eye on your place while you're gone. You could even get in contact with your local humane society or animal shelter and ask them what they think would be best. If you do live in a high traffic area then technically that could be possible animal abuse on that persons part for letting the dog go knowing that it could get hit. Good luck.

Maybe leave the dog out on the chain when you are home.. but make it look like you left and see if you can catch them in the act. Or, don't leave your dog outside when you are not home (maybe the person thinks you are being cruel to your dog and that's they way of fixing it?) do you have a lot of water and food out there for your dog and a place with shade for him/her?

What if you put a camera by where your dog is and catch your suspect for starters.Then find a way to drive the culprit away so he doesn't get you and your in danger.
