I know that after doing the Dental Hygiene program, I would have to take the Dental Hygiene National Board Examinations and the California State Licensing Examination, but what happen if I fail both test? Can I still work as a Dental Hygienist or do I have to start on a new major? Also, should I apply to Foothill college or Cabrillo College (both school are in California) for a good Dental Hygiene Program?

In Arizona (where I live) you can actually work without a license as a Dental hygienist in a federal setting (such as VA hospital, prison, base...etc) You do have to have a DH degree though... Check out if it's true in your state. You can usually find this info in the packet you have to study for your jurisprudence test.
Another tip: study from the Kaplan book for the National Board, you'll find all the things you need to know for the exam. And don't forget: the Board is curved, so to get a 75% passing grade you actually need only about 60%.

If you fail the board exams, no you cant work as a DH until you pass the exams. The exams are expensive but if you fail it you can take it again and again until you pass. You just have to repay each time.

And they prepare you well by going through the program. And you study before the exams to make sure you pass. Everyone who took the tests in my DHY program (the people who just graduated) all passed this year. So dont worry so much. Just apply and try to get in.

I dont think this is curve and "i have to get 60%"
I took this test and failed it. I got description of my score. I got 73% but passing us 75%. I canculated all questions that were wrong and correct.

I have heard of Foothill College but not the other so stick with Foothill- go the program and do your best, good luck ! its a great field to be in (not me of course) but my cousin loves it..study hard, you'll be okay

Depending on the state, you can retry to take it. In Iowa, where I am, you can take the test three times

IF YOU FAIL THE NATIONAL TEST YOU CAN'T TAKE THE STATE BOARD EXAM UNTIL YOU PASS THE NATIONAL.
YOU CAN'T GET A LICENSE UNTIL YOU PASS THE BOARD EXAM.
YOU REALLY HAVE TO STUDY WELL TO MAKE IT IN BOTH TESTS.
