God is not subject to time and space. Therefore, His actions are not subject to words like "constantly" or "one-time." However, from our point of view creation would appear as a constant process, since the universe is constantly developing and changing.

Creation is constant: the first day of the earth/physical universe, and the last, (and everything in between) are occuring now. God doesn't create in physical terms, but we do project the physical, and call it creation, and we do this using the Mind of God...this is in very simple terms, as the reality of God is so unbelievably multilayered, multitudinous, pure, that words fail. We are part of God, we are "within" God...God is everything we are, in this eternal now.

I have to agree with anonymous Lutheran.
God isnt subject to time&space, now&then, before&after, never and eternaly.
the power of god is greater and beyond words or discussion.
Nothing is ever the same...
look at the keyboard infront of you,look away then look again...
its a completely different entity.
It truley is amazing that it even resembles what it did before !
thus the power, and constant effort (dare I say) of God.

From our perspective, it was a one time thing with smaller additions as time goes on.
From God's perspective it is not subject to time. It is. Everything, everywhere, everywhen, simultaneously.
