who knows of a site on the internet where a guy can find scematics for electronic gadgets?

Specificly, I'd like to find plans and a parts list for an opto-coupler pulse counter or a Hall Effect counter. I'm looking to put together a tachometer for an electric motor. I'm not an electronics guy but I can read a parts catalog.
