I'm having some issues with rechargeable batteries, the device says they're empty, but the multimeter says they're fine (it displays the correct voltage). I'm thinking about completely draining them and recharging them.

What's the best/fastest way to drain them the most (or completely)?

By a charger that has a reconditioning cycle, it will discharge them on order then recharge them.

you could just short them by connecting each end with a wire, but the wire would get extremely hot so be careful.
