CPS, child protective services, make a complaint if you know the child is being abused....must make a case.... child will be removed if proven.... then you must become foster parent first

YOU can't! But you can make a referral to Children's Services, and are required to by law if you SUSPECT that a child is being abused, is in threat of eminent danger, or is being left alone or neglected.
Then they will make the determination.
They will, if they do remove the child, attempt to engage the parents in counseling, a stability plan, scheduled visitation -- all in an effort to reunify the family. Meanwhile, they will ask a relative to foster the child. If after the required amount of time for which they contracted, the parents have been unsuccessful in compliance, they can choose to terminate the parental rights. If the mom was the custodial parent, they will offer custody to the father in some cases.
If the relative who is fostering chooses not to adopt the child, they will then choose an approved adoptive parent from their approved waiting parents. If their were no appropriate relatives with which to place the child in foster care, they would likely place the child into a foster, or foster to adopt family who may plan on adoption.

Call your local CPS. It is illegal to not report (well it is in Texas)! Now adopting is another story. If you want to just adopt this child or other children then you should look into becoming a Foster to Adopt home...especially if this child goes into CPS custody and tell them that you interested in housing this child. The parents have the right to clean up their act and then if they don't then the child will be put up for adoption, but most courts give the parents chances!!! If the parents DO NOT do what is asked of them by CPS like classes and parenting classes, random drug tests, anger management, etc. then they could loose their child and the child will be put for adoption and CPS will consider all people who are interested in the child...FAMILY is who the look at first and if there is NO FAMILY willing to take the child or NO FAMILY then they go to the next best thing, friends of the family etc. Call Child Protective Services in your state and report the abuse now, that is the MOST important thing!!!

First you have to get social services into the act to take the child away from its parents. Then, depending on the circumstances, parental rights may be severed; however, most states give the blood parents numerous chances to straighten up enough to get the child back. And if you've been the complainant to social services, you may be viewed as a troublemaker and not get any chance to be involved.
It would be much easier if you could get the parents to sign the child over to you. Be wary about paying them for anything, because in most states, that's illegal.
Once parental rights have been legally terminated, blood relatives have first call on the child. If you're not one, your best bet is to approach one and have that one work on your behalf.
Even if you're a registered foster parent, social services tend to look at people who are very eager to adopt a particular child with a jaundiced eye.
Those warm and fuzzy TV shows that show good people being able to adopt abused children are incredibly bogus. You have to work with social service agencies, the courts, hire an attorney and perhaps work with the family.
No matter what, it's going to cost a lot of money in legal expenses and a lot of time.

Unless you are biologically related or have a current active fostering license you won't be able to be considered for placement or even adoption. Licensing process takes month to get through and even after removal the parents would get a chance to change their acts. Termination of parental rights can take quite a long time. As for the child if they are being abused or neglected you need to contact children and family services and report it. Maybe there is a grandparent or sibling that can care for the child.

Unless you are some sort of a relative or on good terms with the parents, there is really no way to guarantee adoption to you. Whatever terms you have with the parents, will not improve after you call child protective services. Guess you have to do what is in the best interest of the child

You can not remove the child on your own. If this child is in a abusive home please call social services, police or something. This is terrible for this child. To adopt this child, I really do not know how to go about this unless you talk with social services. Please get this child out call the authorities now. Good Luck to you, and to this child also.

Good chances that will never happen unless you are on good terms with the parents. If you call social services, they are required to place the child with immediate family prior to foster care. I believe it would be difficult to get custody of the child much less adopt them, especially if you are the one who reports the abuse. Your best bet would be to talk to the parents. Maybe they realize they are doing a poor job and will let the child live with you. I really do believe it would be next to impossible unless you believe in the power of prayer.

If there is abuse you need to call your local department of childrens services and make a claim of abuse. It can be totally anonomouse so they dont know you made the claim. Then some one will come out and investigate the situation. If it is abuse they will take the child and put them into foster care at which time you can try to adopt them.

GET them out of there now!!!
look in your local phone book and look up child abuse it should be right in the front you tell them that there is a child being abused and they need to be removed right now!
and if nothing gets done you try everyday. if they have marks you take picturs set up video what ever you need to do to get them out of there.
no child needs that and the longer you wait the more pain physically and mentally that child is induring,
