No, not in a male (obv) because Testostrone levels will rise which is associated with the release of naturally produced GH (Growth Hormone)..... However, Sterroids WILL shrink the size of your testicles.

as already said, the penis will look relatively smaller compared to the bulked up body :)

not one bit. nothing causes the penis to permanately decrease in size. poor circulation and other factors can cause the penis to not achieve the maximum size when errect
