Whether anyone thinks it could or not is irrelevant. Beyond simply reading emotions on someone's face, humans do not EMIT information.
It doesn't matter if you had the most sensitive radio telescope in the world pointed at their head. Humans simply don't emit information. I could be thinking as hard as I could of a secret number between 1 and 1,000,000, but no amount of drugs would help you guess it with a probability better than 1 in a million.

I don't doubt it. You can slip into different states of mind by meditating. These state of minds are called "frequencies" in the quantum physics world. The point at which you wake up in the morning before you are concious of the world around you and who you are is an example of you in a different frequency, conceiving the world in a different part of your brain. It usually takes one's will, patience, and full attention to reach these different states, but there are drugs that can act as a catalyst in reaching that state. Countless civilizations around the world take certain drugs that alter their states of minds as rituals!
