Because you said that I am not.
If I am in a desert and I see a tortoise I might:
Follow it, it probably knows where food and water are.
Pick it up and take it somewhere it will be better off.
Possibly give it some lettuce and water in case it is the next coming of the Great God Om. *
I am not going to perform some act of pointless cruelty.
* Read Small Gods by Terry Pratchett if you want to get the joke.
Edit:
Shadrach needs to think more on his answer. Who does he have flipping the tortoise over in the first place?

Because the other side of the tortoise was burning up in the hot sun and you flipped it over for a minute to cool it off. In a few minutes you'll flip it back over and follow it out of the desert. It'll guide you to water.

There is no right or wrong answer to this question. In fact, this is a trick question.
If you read it again, this scenario often controls you a lot. You might have not picked it up and might have not flipped it over. What I am saying is that you are the controller of your own fate and your own decisions. Nobody can make these choices for you. You could have ignored the tortoise, picked it up and tried to find it s family, or you could have killed it and eaten it. But this scenario is controlling what you do. and you are the controller of your own decisions and fate

I have heard the replicant being interviewed by the Tyrell Coporation and the same question was asked. I forgot what Leon said. If I were a replicant, I'd know the answer.

Cause you're a sadistic person? Because tortoises aren't found in deserts?

Well, the person who turned the tortoise on its back is Satan, the tortoise is a person who is helpless and can't save himself but thinks he can, so he keeps trying to turn itself over by his own strength. What can the tortoise do? Well, the tortoise needs to recognize that there is a God that loves him and wants to help/save him turning his life around.

I wouldn't flip it over in the first place. I'd let it just go on it's merry little way.

I'm a turtle and if I ever get my hands on you, I'm going to paint a picture on your back.
