If you're sure it's a video file, it's most probably a Lotus 'ScreenCam Movie'. I'm not aware of programmes that will run it, so why not give VideoLan VLC Media Player a try, as has already been suggested.

Try Video Lan player. I don't know if it runs .scm video files but it seems to run absolutely every type of file I've ever thrown at it. It's free to download and use with no limitations, so worth a try.
